Lead Enterprise Architect
LOCATION: DAMASCUS, SYRIA

ABOUT THE COMPANY
Our client is launching a major greenfield telecommunications initiative to establish a new fibre network operator in Syria. To support this programme, our client is building a team of senior IT architecture specialists who will be responsible for defining the future IT ecosystem and preparing the technical documentation required for the procurement and implementation phases.
The engagement will cover IT strategy, enterprise architecture, OSS, BSS, ERP, infrastructure, cloud, cybersecurity, integration, governance, operating model design, procurement documentation, and implementation planning.
The assignment is expected to last approximately six months and will be delivered primarily on-site in Damascus. Additional travel may be required depending on project needs.
ROLE
The Lead Enterprise Architect will provide overall leadership, governance, and coordination across all IT workstreams, including OSS, BSS, ERP, infrastructure, cloud, cybersecurity, data, integration, and the IT operating model.
The successful candidate will ensure that the future IT landscape is aligned with the organisation’s business objectives, delivered as an integrated ecosystem, and supported by a clear and achievable implementation roadmap.
RESPONSIBILITIES
• Lead the development of the overall IT strategy and target-state architecture.
• Align technology initiatives with the business strategy, operating model, and wholesale telecommunications objectives.
• Define enterprise architecture principles, standards, and governance processes.
• Own the end-to-end architecture across business, applications, data, integration, and technology.
• Review and approve architecture designs produced by the different domain architects.
• Ensure alignment with recognised frameworks such as TM Forum ODA, eTOM, and TOGAF.
• Develop and maintain the overall IT transformation roadmap.
• Coordinate dependencies across applications, infrastructure, cybersecurity, data, procurement, and organisational change.
• Ensure consistency and completeness across business, functional, and technical requirements.
• Oversee the preparation of RFIs, RFPs, technical evaluation criteria, and procurement documentation.
• Support vendor assessments, solution evaluations, sourcing decisions, and contract reviews.
• Lead the definition of the target IT operating model and governance framework.
• Facilitate workshops, steering committees, architecture boards, and executive-level presentations.
• Monitor programme risks, dependencies, quality standards, and regulatory requirements.
• Support operational readiness for the launch of the new operator.
REQUIREMENTS
• Extensive experience in enterprise architecture and large-scale IT transformation programmes.
• Strong telecommunications industry experience, ideally within wholesale, fibre, or greenfield operator environments.
• Proven experience across OSS, BSS, ERP, cloud, infrastructure, cybersecurity, data, and integration of domains.
• Strong knowledge of TM Forum ODA, eTOM, TOGAF, or comparable architecture frameworks.
• Experience preparing procurement documentation and managing vendor-selection processes.
• Strong executive communication, stakeholder-management, and programme-governance skills.
