OSS & Network Systems Architect

ABOUT THE COMPANY
Our client is launching a major greenfield telecommunications initiative to establish a new fibre network operator in Syria. To support this programme, our client is building a team of senior IT architecture specialists who will be responsible for defining the future IT ecosystem and preparing the technical documentation required for the procurement and implementation phases.
The engagement will cover IT strategy, enterprise architecture, OSS, BSS, ERP, infrastructure, cloud, cybersecurity, integration, governance, operating model design, procurement documentation, and implementation planning.
The assignment is expected to last approximately six months and will be delivered primarily on-site in Damascus. Additional travel may be required depending on project needs.
ROLE
The OSS & Network Systems Architect will own the strategy, architecture, requirements, procurement scope, and implementation roadmap for the operational systems supporting the new fibre operator.
The role will cover network operations, service inventory, service fulfilment, activation, assurance, monitoring, workforce management, and IT service management.
RESPONSIBILITIES
· Define the OSS vision, strategy, and target operating principles.
· Identify the OSS capabilities required for launch and future operations.
· Design the target OSS architecture using TM Forum ODA and eTOM principles.
· Define the architecture for network inventory, service inventory, fulfilment, assurance, activation, monitoring, workforce management, and ITSM.
· Design integration requirements between OSS, BSS, ERP, network elements, and external partners.
· Define API, orchestration, event-driven integration, and service workflow requirements.
· Lead requirements workshops with technical and operational stakeholders.
· Define functional, technical, integration, performance, and security requirements.
· Map network and service-management processes to the required OSS capabilities.
· Define the minimum viable OSS scope required for launch.
· Prepare OSS-related RFIs, RFPs, specifications, evaluation criteria, SLAs, KPIs, and acceptance criteria.
· Support vendor evaluations, technical assessments, and solution demonstrations.
· Define the OSS operating model, ownership structure, governance processes, and performance framework.
· Define ITSM processes including incident, problem, change, and request management.
REQUIREMENTS
Strong experience in OSS architecture within fixed, fibre, wholesale, or telecommunications environments.
Detailed knowledge of inventory, fulfilment, assurance, activation, monitoring, and service-management platforms.
Experience designing integrations between OSS, BSS, ERP, network systems, and third-party platforms.
Strong knowledge of TM Forum ODA, eTOM, APIs, orchestration, and telecom operational processes.
Experience preparing RFP documentation and participating in vendor-selection activities.
Previous experience supporting a greenfield operator launch would be highly desirable.
